SC Lottery Names Dolly Garfield as the New Executive Director

COLUMBIA, SC (February 8, 2024) – The South Carolina Education Lottery Commission has named Dolly Justice Garfield the agency’s new Executive Director by a unanimous vote. The announcement was made at a meeting of the Commission on Wednesday. 

Garfield had been in the Lottery’s legal department since 2016, and follows Executive Director Hogan Brown, who held the position since 2016. Brown announced his retirement in early December and retired January 31, 2023, after 22 years with the Lottery.

“Dolly is the right leader to continue a tradition of success that the Lottery has enjoyed since its founding,” Commission Chairman Sam Litchfield said. “She brings experience, tremendous energy, great intellect, and a fresh enthusiasm that is necessary to navigate these changing times. She is ready to serve the citizens of South Carolina.” 

“I am thoroughly honored and humbled by the opportunity to guide this organization,” Garfield said. “I am excited for what’s ahead, privileged to get to work with such a talented team here at the Lottery, and laser focused on our promise to responsibly raise funds for education in our great state.”

Garfield is the Lottery’s fourth Executive Director. Before joining the Lottery, Garfield spent 19 years as an assistant solicitor in the Fifth Circuit Solicitors Office.  A native of Chester, South Carolina, she is a graduate of the University of South Carolina and the University of South Carolina School of Law.

The South Carolina Education Lottery is governed by a nine-member commission with three appointments by the Governor, three appointments by the President Pro Tempore of the Senate, and three appointments by the Speaker of the House of Representatives.
